Who We Are

The Technology Maturation Initiative (TMI) is the Army’s technology portfolio that bridges the gap between promising innovation and battlefield integration. Army TMI accelerates the transition of high-impact technologies by validating performance, reducing risk, and aligning capabilities with real operational needs. TMI works side-by-side with innovators, acquisition offices, and end users to test and refine technologies in realistic environments, ensuring they’re not just ready, but relevant.

How the Program Works

TMI focuses on maturing promising technologies by helping them cross the “valley of death” – the critical gap between early-stage innovation and deployable solutions where many technologies fail to advance. TMI typically supports advancing Technology Readiness Levels (TRL) 5-6 – those that have proven feasibility but need further development, integration, or validation before they can be fielded. Through structured funding, stakeholder alignment, and risk-reduction, we help these solutions mature to TRL 7, where they can be demonstrated and experimented in an operational environment.  

Identification and Strategic Alignment

Technologies enter TMI from across the PEOs, Army S&T labs and the Army FUZE ecosystem before a Technology Maturation Board evaluates maturity, mission alignment, and transition potential. Selected projects are matched with operational stakeholders to define goals and milestones.

Maturation and Risk Reduction

This phase focuses on de-risking technology – technically, operationally, and programmatically – to improve feasibility of Army acquisition. Projects receive tailored support to address critical readiness gaps:

  • Prototype development and testing
  • Integration with Army systems or platforms
  • Soldier input and usability feedback
  • Transition planning
  • Operational risk reduction

Transition and Next Step Support

Once matured, technologies can transition into:

  • Programs of Record (POR)
  • Rapid fielding effort
  • Advanced manufacturing through ManTech
  • Additional piloting, deployment, or demonstration

Targeted Investment to Reduce Risk

We provide strategic funding to help bridge the “valley of death”, maturing technologies from TRL 6 to a goal of TRL 7, enabling prototype development, testing, and validation in relevant operational environments. This investment helps reduce technical and integration risks while preparing solutions for transition.

Mission-Aligned Technology Priorities

TMI efforts are aligned with Army modernization priorities and capability gaps. Projects are selected by a Technology Maturation Board to ensure relevance, impact, and transition potential.

Expert Collaboration and Technical Integration

Army scientists, engineers, and acquisition stakeholders refine designs, address integration challenges, and align to the Program of Record requirements. Engagements include technical reviews, field demonstrations, and collaborative planning.

Transition-Focused Development Pathways

TMI emphasizes transition from the outset, with structured development phases, formal Transition Agreements, and coordination with Program Executive Offices (PEOs) to guide technologies into acquisition programs or fielded systems.

Strategic Planning and Operational Validation

Aligned with the Army’s “Transformation in Contact” priority, TMI projects are supported with planning tools, evaluation frameworks, and operational testing to ensure technologies are ready for contested environments. Scenario-based demonstrations and direct Soldier feedback help validate performance under real-world conditions, accelerating readiness for deployment and integration.
